
Mr. Francois Thomas, P.E., S.I., is a Florida-registered Professional Engineer and Special Inspector with more than 30 years of experience in geotechnical engineering, construction materials testing, and inspection services. He serves as Principal Materials Engineer, supervising the laboratory services, construction materials testing and inspections.
He has extensive experience in deep and shallow foundation systems, soil stabilization methods, grouting, and pavement sections evaluation. He has been involved in construction monitoring and supervision for private and government facilities, including construction/foundation installation for port, airport, commercial, municipal, healthcare, retail and school facilities. He has monitored the construction of numerous civil and structural designs involving earthwork, concrete, masonry and asphalt operations. He has managed projects involving subsurface investigation, laboratory testing programs and evaluating construction activities throughout Florida.
He is committed to completing projects on time and within budget, with a proven record of flexible scheduling through night/weekend shifts and on occasions 24 hour shifts as needed. His responsibilities include the planning and management of field investigations, construction materials testing, and inspections accomplished by our engineering technicians and Special/Threshold Inspectors. Mr. Maximo Peralta, P.E. is a Florida-Registered Professional Engineer with over 12 years of experience in civil engineering, specializing in geotechnical engineering and construction materials. His expertise includes foundation design, slope stability analysis, and inspection of both shallow and deep foundations.
He is highly skilled in advanced soil modification techniques, including dynamic compaction and stone columns, as well as managing excavations, backfilling, and post-construction monitoring. Mr. Peralta has led geotechnical engineering studies
across a wide range of projects, including parks, piers, shoreline stabilization,
dredging operations, bridges, roadways, utility systems, high-rise buildings, schools, and government facilities.
His commitment to quality, accuracy, and technical excellence has established him
as a trusted and reliable engineer in the field.

Mr. Roberto Martinez, has more than 18 years’ experience providing construction
material testing, inspection, and post-geotechnical services.
His professional experience includes Senior Asphalt Technician (QC); control and management of laboratory material and equipment; performing asphalt testing relative to all phases of construction, mix designs, field inspection; soils and concrete testing; and verification testing.

Ms. Kayla Whittle serves as Office Manager at Thomas Geotechnical Services, a respected construction firm known for its commitment to quality and operational excellence.
Beyond overseeing office operations, Kayla provides essential support to project management activities across the organization. She coordinates communication among project teams, monitors schedules and deliverables, and assists with resource planning to help keep projects on track and within scope.
Her strong organizational skills, attention to detail, and ability to manage competing priorities contribute to efficient workflows and minimized operational delays. Mr. Suarez has extensive experience performing a wide range of laboratory testing services from 2022 through 2025, working under the supervision of the Laboratory Manager.
His expertise includes soil, aggregate, and asphalt testing in accordance with industry standards, including CBR and LBR testing, Proctor testing, organic content analysis, specific gravity and gradation testing, asphalt content and RICE testing, Marshall mix design testing, and corrosion-related evaluations such as pH, sulfate resistivity, and carbonate content testing.
His hands-on experience and attention to detail support accurate results and reliable quality control across diverse projects.
