St. Lucie County Water Treatment Plant (WTP)

Project Overview

TGS provided post-design geotechnical engineering and Construction Materials Testing services for the new water storage tank facility at the St. Lucie County Water Treatment Plant in Fort Pierce, Florida. The project supports critical utility infrastructure expansion aimed at increasing water storage capacity and improving long-term system reliability for the regional water network.

Project Scope

The project included construction of a large-diameter water storage tank and associated office facility supported by ground improvement through vibro-compaction (sand column) methods. Improvements were designed to enhance subsurface performance and provide suitable bearing conditions for structural foundations and supporting infrastructure.

Our Role

TGS provided geotechnical oversight during ground improvement operations along with Construction Materials Testing services throughout construction to verify compliance with project specifications and design requirements.


Geotechnical services included monitoring vibro-compaction installation activities, verification borings, and evaluation of soil improvement performance supporting tank and structural foundations. Construction Materials Testing services focused on field density testing, compaction verification, and earthwork quality assurance across foundation and site development areas.

Vero Beach – 5.0 MGD Water Reclamation Facility (WRF)

Project Overview

TGS provided Construction Materials Testing (CMT) services for the Vero Beach 5.0 MGD Water Reclamation Facility in Vero Beach, Florida. The project supports expansion of regional wastewater treatment capacity through the development of new treatment infrastructure designed to improve long-term operational performance and environmental compliance.

Project Scope

The project included construction of a new water reclamation facility consisting of process structures, reinforced concrete tanks, pump stations, equipment pads, utility infrastructure, grading, drainage improvements, and roadway construction supporting overall plant operations.

Our Role

TGS provided comprehensive Construction Materials Testing services throughout construction to verify compliance with project specifications, utility infrastructure standards, and quality assurance requirements.


Services included field and laboratory testing of soils, structural fill, concrete systems, and associated construction materials supporting treatment structures, utility systems, and site development operations.

Village of Wellington – Water Treatment Plant (WTP)

Project Overview

TGS provided Construction Materials Testing (CMT) services for multiple improvement, expansion, and rehabilitation projects at the Village of Wellington Water Treatment Plant (WTP), supporting critical upgrades to the municipal water system. The projects included Well VFD Retrofits, Chemical System Improvements (Phase I & II), Renewal & Rehabilitation (GMP 1), Raw Watermain Interconnect & Replacement, and the Membrane Plant 2M2 Expansion. Collectively, these efforts enhanced treatment efficiency, system reliability, operational control, and long-term infrastructure performance for the Village’s water utility network.

Project Scope

The work included phased upgrades and rehabilitation of active treatment plant infrastructure involving mechanical and electrical retrofits, chemical feed system improvements, membrane treatment expansion, utility interconnections, reinforced concrete construction, slab-on-grade work, trenching, pipe installation, equipment pads, and site restoration activities.


Projects were completed within an active municipal water treatment environment requiring careful sequencing, strict quality control, and continuous coordination with plant operations to maintain uninterrupted service throughout construction. Improvements supported expanded treatment capacity, enhanced chemical processing, upgraded raw water transmission systems, and modernization of aging plant infrastructure.

Our Role

TGS provided comprehensive Construction Materials Testing services throughout all phases of construction to verify compliance with project specifications and municipal utility standards. Services included field and laboratory testing of soils, structural fill, base materials, trench backfill, concrete systems, and utility support areas to evaluate compaction, material performance, and long-term infrastructure reliability.


The team coordinated closely with contractors, engineers, and municipal utility stakeholders to support active facility operations, monitor construction sequencing, and maintain quality assurance throughout multiple concurrent infrastructure improvement efforts.

Western Region North Wastewater Treatment Facility (WRNWWTF)

Project Overview

TGS provided Construction Materials Testing (CMT), pile observation services, and vibration monitoring support for the WRNWWTF Electrical & Wet Weather Improvements project in Pahokee, Florida. The project supported critical upgrades to municipal wastewater treatment infrastructure designed to improve electrical reliability, enhance wet weather flow management, and strengthen long-term system resilience within an active treatment facility.

Project Scope

The project included electrical system upgrades and wet weather infrastructure improvements to support expanded treatment capacity and improve facility performance during high-flow storm events. Work involved structural and civil improvements, deep foundation installation, structural concrete construction, and utility-related upgrades completed within an operational wastewater treatment plant environment.


Due to the complexity of construction activities and active facility operations, the project required continuous coordination, quality control, and monitoring to maintain uninterrupted plant functionality while implementing infrastructure upgrades.

Our Role

TGS provided integrated Construction Materials Testing, geotechnical support, pile observation, and vibration monitoring services throughout construction to verify compliance with project specifications and municipal utility standards.


Geotechnical services included pile installation observation, field verification, and engineering review of foundation installation procedures to support deep foundation performance and compliance with design requirements. Construction Materials Testing services included field and laboratory testing of soils, fill materials, concrete systems, and structural support areas to evaluate material performance and construction quality.


TGS also provided vibration monitoring during pile installation and major construction activities to evaluate potential impacts to adjacent structures and utility infrastructure within the operational treatment facility.
